"Roberts got a quick hand"
This is cowboy lingo - quickhand means you are quick to pull your gun to win a dual. This is foreshadowing the theme of the song.

Robert is manically depressed adolescent who dreams of violence towards his classmates and peers"
" He won't tell you his plan"
No body knows whats going on with him, his plan won't get foiled.
"He's got a rolled cigarette"
This is a continuation of the metaphor between Robert and the Cowboy.
"Hanging out his mouth he's a cowboy kid, yeah, he's found a 6-shooter gun"
At this point all you know is that he has found a gun and may be planning a shooting?
"In his dads closet, hidden in a box of fun things, and i dont even know what"
Robert knows where his dad's unmentionables are, this is a warning to use precaution , because you never know what is going to happen, as teenage years are an emotionally unstable phase, which can lead to disaster.
"But he's coming for you, yeah, he's coming for you"
From the lyrics, you could assume that Robert doesn't have many friends, and most of the people he knows are bullies. He threatens the people he is going to endanger.
"All the other kids with the pumped up kicks"
The people Robert is going for are the people he deems wealthier than him. He feels alienated by the richer kids, and he could be possibly made fun of due to his wardroabe.The direct connotation with those 'athlete shoes' and the fact Robert asks them to run for there lives.
"You better run,better run, outrun my gun"
He isn't going to be reasoned with, the only way they can survive is dodging bullets or outrunning the gun itself.
"All the other kids, with the pumped up kicks, better run, better run, faster than my bullet"
This line insinuates that he has already shot
"Daddy works a long day, he be coming home late, yeah he's coming home late"
Shows the motivation of his anger, it brings attention to us of him being abused and being ignored.
"And he's bringing me a suprise"
The suprise may be a beating from his dad?
"Cause dinners in the kitchen packed in ice"
Roberts come home to a broken household, they can't afford to buy nice food, this also shows that his dad isn't bothered about him at all.
"I've been waiting for a long time"
planning his revenge? or ready to take action on those who treated him poorly.
"Yeah, the slight of hand is now a quick trigger pull"
liable to go crazy and start shooting.Any quick hand movement, could kill someone.
"I reason with my cigarette"
Act of defiance? or it may be the fact that he has finished his job.
"And say your hairs on fire, you must've lost your wits"
refering to a headshot? Flame is also a slang word for gun. Cigarette held upwards looks like a body, with fire for hair, this then could represent the end of the cigarette, the shooting or a life
